A Chennai-based human rights forum has demanded that the Tamil Nadu government
bring out a white paper on tsunami relief and rehabilitation measures in the state.
Advisor of the Human Rights Forum for Dalit Rights, V A Ramaseshan, made this
demand during a public hearing here yesterday on the alleged discrimination against
Dalits during the relief and rehabilitation process.

China issues white paper on arms control
China issued a white paper Thursday on the Chinese Government's policies
and positions on arms control, disarmament and non-proliferation and on China's
involvement in the international arms control, disarmament and non-proliferation
affairs.
The white paper, issued by the Information Office of the State Council, says China
pursues an independent foreign policy of peaceand follows the road of peaceful
development. China will never seek hegemony and never be the first to use nuclear
weapons. These policies will not change.
